OCPL Board of Trustees’ Meeting

Ms. Biesiada called the meeting to order at 4:00 p.m.

 

 

EXECUTIVE DIRECTOR’S REPORT

Ms. Dailey gave a report on the following topics:

Local History/Genealogy: Ms. Dailey informed the Board that the Local History/Genealogy Department received the 2011 Archives Award for Program Excellence in a Historical Records Repository. 
Out of State Library Cards: Ms. Dailey updated the Board on the meeting with Kate McCaffrey, Bill Fisher and Steve Bolton. Ms. Dailey will forward all the information she obtained from this meeting to the next MOU meeting.
2012 Operating Budget Vote:  Ms. Dailey gave a summary of the County Legislature’s actions. For the library, it resulted in a Library Clerk I position being abolished, which was a vacant position. Separate from the Operating budget, the County has a fund balance. County Executive Mahoney presented a list to the Legislature for a one- time use of some of these funds. In that request was two items for OCPL, a $100,000 for library materials for e-resources and the purchase of two book dispensers for Clay and the Near Westside.

Ms. Stack moved the minutes of the September 14, 2011 Board meeting.                           

Mr. Manning seconded, the motion carried unanimously.

Action Items

Resolution: 11-23

Ms. Lombardi moved the following resolution:

             Resolved, That the OCPL Board of Trustees approves to remove Elizabeth Loftus, Administrator for Branch Services; and add Doreen Milcarek, Central Library Administrator and  Susan Reckhow, Administrator for Branches and Initiatives; and retain, Elizabeth J. Dailey, Executive Director; Jay Kianka, OCPL Board Treasurer; Sally Carmer, Director of Administrative Services; and Debbie Onacki, Account Clerk III: as a staff/Board person of the Onondaga County Public Library authorized to sign checks drawn on the following OCPL Trustee accounts (below):

Resolution: 11-24

Ms. Lombardi moved the following resolution:

               Resolved, That the OCPL Board of Trustees approves the 2012 Legal Holiday Calendar as proclaimed by County Executive Joanne M. Mahoney to be observed in accordance with present Federal and New York State Law and Library Closings as follows:

Resolution: 11-25

Mr. Manning moved the following resolution:

               Resolved, That the OCPL Board of Trustees approves the grant application submission to M & T Charitable Foundation for up to $6,100 to support the 2012  Summer Reading Program.

Ms. Lombardi seconded, the motion carried unanimously.

 

Resolution: 11-26

Ms. Suddaby moved the following resolution:

               Resolved, That the OCPL Board of Trustees approves the grant application submission to the 2012 NYS Regional Bibliographic Data Base (RBDB) grant for $10,000 for  the ongoing project CHAP: Cataloging History give Access to Public.

Mr. Dodge seconded, the motion carried unanimously.

 

Discussion Items

1) Internet Policy-1st Consideration: Ms. Dailey mentioned a committee of staff members looked at the policy and compared it to other Library Internet polices and to the CIPA law.  They updated the information to include Wireless and Filtering in the policy. Mr. Alford made a motion for consideration to move this to a resolution and Ms. Suddaby seconded, motion passed unanimously.

2) 3rd Quarter Forecast: Ms. Carmer reviewed her handout on the 3rd Quarter Budget Forecast.

3) Central Library Renovation: Ms. Biesiada thanked Mr. Fisher for all his hard work and support. Mr. Fisher credited Ms. Rapp and County Executive Mahoney for their support on this initiative, along with the OCPL Board in being active with contacting their local Legislators.

Ms. Dailey mentioned library staff will begin to work on a timeline, a communications plan and the beginning of RFP process. Mr. Fisher inquired about the use of county facilities management vs. contracting outside help. There was discussion regarding in what order in which the process will begin. Ms. Biesiada mentioned that the Board does have a building committee established that will be working on this.
Mr. Manning inquired about if Mr. Fisher will be engaged in more serious conversations with the Galleries owner and the importance of keeping the legislature informed each month.  Ms. Dailey attends the monthly County Facilities Committee meetings where she can keep they appraised of the process.  Mr. Fisher mentioned at the appropriate time we will need to go to the State and apply for the matching grant funding.

 

OCSLD

Ms. Infantine mentioned the suburban libraries are very happy about the Central Library renovation project.  At the request of patrons and staff over the years, the suburban libraries are looking at the possibility of purchasing library cards with key tags. Ms. Infantine also mentioned the suburban directors are delighted with the $100,000 addition to the materials e-budget. Considering that they have seen a 33% increase since Kindle now accepts downloads.

 

Foundation

They are looking into having a fundraiser around the beginning December. They are looking to engage thirty or so library supporters.

  

COMMITTEE REPORTS

Government Relations

Mr. Manning reviewed his handout on the past and upcoming events of the committee.

Mr. Manning commented on the first use of the new advocacy software. He reminded everyone about the CLRC Legislative Breakfast on December 9th at 8:30a.m. at Onondaga Free Library.

 

 

PRESIDENT'S REPORT          
Ms. Biesiada emphasized the importance of the Board liaisons to the suburban libraries that are not a special district or a school district library to attend the October 20th workshop at Onondaga Free.

A list of the OCPL suburban libraries that approved the Plan of Service that is currently under consideration by the Division of Library Development is attached to the minutes.
