Tobacco Free Policy

Given the growing concerns surrounding the adverse health effects of exposure to tobacco smoke, Onondaga County Public Library Central and Branches are in compliance with the Tobacco-Free Onondaga County (TFOC) program. TFOC is a New York State funded program administered by the Onondaga County Health Department. This program works within the county and community to strengthen tobacco-related policies to prevent and reduce tobacco use and limit opportunities for exposure to secondhand smoke.
This policy supersedes the County Policy #1-2007 of no smoking within twenty five feet of entrances.
Onondaga County Public Library Central and Branch Library grounds are tobacco-free. According to the Surgeon General, there is no safe level of exposure to second-hand smoke (Surgeon General Carmona, June 2006). Therefore, OCPL property, including all buildings, outside grounds and parking areas are designated tobacco-free areas in order to respect the rights of all people to not be exposed to secondhand smoke. To support its policy of a tobacco free environment, OCPL has posted tobacco-free signs in appropriate areas.
Tobacco use is defined as the use or presence of any tobacco product (i.e.) a lighted cigar, cigarette, pipe, chewing tobacco, etc. on any library property.
